President Barack Obama signed a disaster declaration on May 10 that will make federal funds available to Illinois residents in 11 counties hit by last month’s flooding. Heavy rains led to floods that damaged and destroyed homes and businesses across the state in April. The declaration covers those affected between April 16 and May 5 by the severe storms and winds.
